20. Youth Director re Increase in cost of travel for Washington conference
Motion by Councilman Osmanski, seconded by Supervisor Clark, to approve the cost of air travel not to exceed $1408 for Youth Director Mark Lazzara and Daniel Frontera to attend the NASCC Director's Forum in Washington, February 6 - 9, 2000, noting that the National Association of Service and Conservation Corps will reimburse Mr. Lazzara's expenses.

21. Youth Director re Resignation of Jodie Zajak
Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to accept the resignation of Jodie Zajac, 33 Leacliff Lane, and terminate her as part-time Family Mediation Counselor PJC effective October 15, 1999 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

22. Youth Director re Health care benefits for AmeriCorps Leaders
Supervisor Clark questioned which AmeriCorps Leader this item referred to.
Councilman Osmanski stated that he was not aware which AmeriCorps Leader this referred to or if it was for more than one. There was also a request forthcoming to change the name of some AmeriCorps positions, and he suggested tabling this item at this time.
The item was received and filed.
23. Youth Director re Purchase requiring Town Board approval
Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize payment of $2062.50 to Red Brick Inn for catering 550 lunches for the Martin Luther King Day ceremony held at King Urban Life Center on January 17, 2000.

Robert Schultz, 146 Dirkson Avenue, thanked the present Town Board and previous Town Board's for his 12-year leave of absence from the Town of West Seneca to work as Fire Coordinator for Erie County, a job he enjoyed.

PROBLEMS OF THE PUBLIC
RESTORATION OF GATTLING GUN
Roger Harris, 400 East & West Road, commented on the field artillery piece located near the corner of Union Road and Clinton Street, along with the foundation for another piece that used to stand there. Mr. Harris recalled that a gattling gun once stood at this site and that it was stolen and then recovered. He understood that the gun was somewhere in storage within the town and he would like to see it displayed in some type of secured facility. Mr. Harris noted that the gattling gun is worth $40,000 to $60,000 to a gun dealer.
Deputy Highway Supt. Ed Kowalewski understood that the gattling gun was being stored at the Buildings & Grounds Department and there were a number of parts that were damaged when it was stolen. The previous Town Board had tried to find someone to remake some of the parts.
Supervisor Clark directed Mr. Kowalewski to personally take charge of the gattling gun, isolate it, and report back to the board. He also asked Chief Miskovski to consult with Mr. Kowalewski in case any follow up work was needed to retrieve any other parts from where it came from.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
CROWN ENERGY SERVICES AGREEMENT
Motion by Councilman Graber, seconded by Councilman Osmanski, to enter into an agreement with Crown Energy Services Inc. as the new natural gas supplier, effective February 1, 2000, pursuant to all the terms and conditions of the contract.

RACE STREET RECONSTRUCTION PROJECT
Councilman Osmanski encouraged the other board members to review the proposed Race Street reconstruction project and make their comments so the contract can be finalized and bid out.
UPDATE ON ICE CONTROL STRUCTURE
Councilman Osmanski requested that Town Engineer George Montz arrange a meeting with the Army Corps of Engineers for an update on the status of the ice control structure, including a time line, how far along the design is, and what properties will be impacted.
REAPPOINTMENT OF PATRICIA KAYLOR TO LIBRARY BOARD
Motion by Councilman Osmanski, seconded by Supervisor Clark, to reappoint Patricia M. Kaylor as Trustee for the West Seneca Library Board for a 5-year term effective January 1, 2000 through December 31, 2005.
On the question, Supervisor Clark requested that Town Clerk Patricia Wisniewski contact Mrs. Kaylor regarding her reappointment and inform her that she will need to sign the oath book

MASTER PLAN FOR SURPLUS STATE PROPERTY
Motion by Councilman Osmanski, seconded by Supervisor Clark, on the recommendation of the Town Attorney and subject to his final approval of the contract, to engage Parsons Engineering, 300 Cathedral Park Tower, 37 Franklin Street, Buffalo, New York, to develop a draft conceptual master plan for surplus state property, the West Seneca Developmental Center - Phase I property area, at a cost not to exceed $5650.

On the question, Supervisor Clark stated that the State of New York recently deemed this land as excess property and charged Empire State Development with selling the land to potential developers to get it back on the tax rolls. The existing zoning for the parcel may not be the best use and they would like to develop a plan that fits properly and present it to potential developers. Supervisor Clark thanked Town Attorney Tim Greenan and Dave Lawrence of the West Seneca Development Corporation for their time and efforts in researching this project.

BUFFALO NEWS REPORTER WELCOMED
Supervisor Clark welcomed Buffalo News reporter Julie Loft who would be covering the Town Board meetings.
COMMENTS ON NOISE FROM EASTERN RAILWAY
Asst. Building Inspector Bob Pinnavaia referred to the rezoning request for Belmont Shelter Corporation and stated that even if they come to an agreement with Eastern Railway, the apartments will still be bordering a manufacturing business. The Building Department received complaints from the residents across the street from this property in the past, and he had written Eastern Railway twice about the Noise Ordinance. Mr. Pinnavaia hoped the board would take this into consideration when deciding on their vote.
CASIMER STREET PUMP STATION WORKING
Town Engineer George Montz informed the board members that the Casimer Street Pump Station was now operational.
