West Seneca Planning Board Meeting Minutes 12/14/2006
Chairman Joseph Ciancio called the meeting to order at 7:30 P.M. followed by the Pledge to the Flag. ROLL CALL: Present -

Czuprynski, Code Enforcement Officer Absent - None Chairman Ciancio read the Fire Prevention Code instructing the public where to exit in case of a fire or other emergency. APPROVAL OF PROOFS OF PUBLICATION Motion by Rathmann, seconded by Nigro, to approve the proofs of publication and posting of legal notice.
APPROVAL OF MINUTES Motion by Mendola, seconded by Niederpruem, to approve Minutes #2006-10 of November 9, 2006.
NEW BUSINESS COMMUNICATIONS 2006-B David Gilbert and Mike Moran appeared before the Planning Board concerning their request for pre-application approval of a five-lot subdivision on Terrace Blvd. and stated that one house had already been built. Chairman Ciancio noted that all the lots met the Zoning Code.
2006-B (continued) Mr. Gilbert responded that the parcel was split in August 2006. Mr. Reilly advised that the County of Erie might consider this a realty subdivision and Mr. Gilbert should speak with his engineer, William Schutt & Associates about this. If they do, it will involve another step in the process in obtaining approval from the County. Mr. Reilly questioned if Mr. Gilbert ran into any problem with the soil when the foundation was dug for the existing house. Mr. Gilbert responded that they only hit some shale and it was not a problem. The drainage was also fairly good. Mr. Reilly stated that Mr. Gilbert and his engineer should work with Town Engineer George Montz on the drainage plan. He also noted that according to the new state stormwater laws a detention pond is required if more than one acre of land is disturbed. Chairman Ciancio referred to the trees on the site and did not believe they would be a problem or would require a tree survey because they were just scrub trees. He further noted that the ordinance called for sidewalks; however, there were no sidewalks on the rest of Terrace Blvd. Mr. Reilly suggested that the sidewalk requirement be waived, but it should be noted on the final plat that sidewalks may be added in the future as part of a road reconstruction project. Mr. Mendola suggested that Mr. Gilbert have his engineer pay attention to the drainage because it was impossible for water to run on a .28 grade on the swales. He suggested adding more receivers. Chairman Ciancio questioned the type of house Mr. Gilbert planned to build. Mr. Gilbert responded that he intended to build single family, ranch houses, about 1800 square feet. Mr. Niederpruem questioned who owned the property. Mr. Gilbert responded that he and Mr. Moran owned the property, but the tax map still indicated the previous owner that they purchase it from.
