1-C    COMMUNICATIONS

1.    Supervisor Clark re Retirement of William Callahan as General Crew Chief

Motion by Councilman Graber, seconded by Supervisor Clark, to accept the retirement of William J. Callahan and terminate him as General Crew Chief effective December 29, 2000 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Mr. Callahan was retiring after 30 years of dedicated service to the Town of West Seneca.

Ayes: All Noes: None Motion Carried

2.    Supervisor Clark re Retirement of Michael Pinnavaia as General Crew Chief

Motion by Councilman Graber, seconded by Supervisor Clark, to accept the retirement of Michael A. Pinnavaia and terminate him as General Crew Chief effective December 29, 2000 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Mr. Pinnavaia was retiring after 27 years of dedicated service to the Town of West Seneca.

3.    Supervisor Clark re Resignation of Laura Dulinawka as part-time Clerk Typist

Motion by Supervisor Clark, seconded by Councilman Wroblewski, to accept the resignation of Laura Dulinawka and terminate her as part-time Clerk Typist effective December 31, 2000 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Mrs. Dulinawka was resigning after 27 years of dedicated service to the Town of West Seneca.

4.    Supervisor Clark re Resignation of John Munch from Zoning Board of Appeals

Motion by Councilman Graber, seconded by Supervisor Clark, to accept the resignation of John Munch and terminate him from the Zoning Board of Appeals effective January 1, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

5.    Supervisor Clark re Appointment of Paul Notaro to Zoning Board of Appeals

Motion by Councilman Graber, seconded by Supervisor Clark, to appoint Paul Notaro to the Zoning Board of Appeals effective January 1, 2001 through November 23, 2004 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Councilman Hicks, seconded by Councilman Graber, to re-appoint Anthony Nigro to the Zoning Board of Appeals for a five-year term effective November 24, 2000 through November 23, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

6.    Supervisor Clark re Attendance at Annual Association of Towns meeting

Motion by Supervisor Clark, seconded by Councilman Wroblewski, to authorize the Supervisor, Council Members, Town Justices, Town Attorney, Deputy Town Attorneys, Town Comptroller, and a Court Clerk to attend the 2001 Training School and Annual Meeting of the Association of Towns of the State of New York to be held in New York City, February 17 - 22, 2001 at a total cost not to exceed $1360 per person attending, noting that the cost of this training school and meeting was provided for in the 2001 budget.

7.    Town Attorney re Nutrition Program Agreement

Motion by Supervisor Clark, seconded by Councilman Osmanski, to authorize the Supervisor to sign the necessary contract for the operation of the County Nutrition Program for the Elderly, noting that the contract was approved as to form by the Town Attorney's Office.

8.    Town Attorney re Snow Removal Contract with County of Erie

Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize the Supervisor to execute a five-year contract with the County of Erie for snow removal on county roads in the Town of West Seneca.

On the question, Councilman Wroblewski questioned if the town had picked up any additional roads this year.

Deputy Highway Supt. Ed Kowalewski responded that Michael Road was the only additional road this year.

Councilman Graber understood that County Executive Giambra was attempting to turn over to local municipalities as many county roads as possible, and there were a number of roads that were being plowed by private contractors. He questioned if the town had bid on this work.

Mr. Kowalewski stated that he was not aware of any bid.

Councilman Graber requested further information on this program and suggested that they energetically go after this work next year for the additional revenue to the town. Councilman Graber and Councilman Wroblewski stated that they would both pursue this with Highway Supt. Pat Finnegan.

9.    Town Attorney re Metricom Right-of-Way Use Agreement

Motion by Councilman Graber, seconded by Councilman Wroblewski, to authorize the Supervisor to enter into a Right-of-Way Use Agreement between the Town and Metricom for the installation of Metricom's Ricochel Mobile Digital Communication Facilities, noting that the agreement provides an annual fee to the town in the amount of five percent of gross subscriber revenues generated from this service.

On the question, Councilman Graber stated that Metricom would be installing 120 small transmitters/receivers on NYSEG and Niagara Mohawk light poles for wireless internet services. These units would allow individuals to access their personal home computer from a laptop away from home. Along with five percent of the subscriber fees, as a bonus the town would receive four free services. The Utility Advisory Committee would decide who would receive the free service.

10.    Town Engineer re Purchase of Xerox 3030 engineering copier

Motion by Councilman Hicks, seconded by Councilman Osmanski, to authorize the purchase of a Xerox 3030 engineering copier from Charrette Corp., 2245 Kenmore Avenue, Buffalo, NY 14207, at their low proposal amount of $7425.

11.    Town Engineer re Purchases requiring Town Board approval

Motion by Councilman Hicks, seconded by Councilman Graber, to authorize payment of the following vouchers for the Engineering Department:

Duke's Sales & Service, Inc. (grease liquifier)     $3365.00
Peerless Mill Supply Co., Inc. (sewer hose)      $1408.64

12.    Highway Supt. re Purchases requiring Town Board approval

Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize payment of the following vouchers for the Highway Department:

13.    Chief Miskovski re Local Law Enforcement Block Grant

Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to approve the town's match of $2907 for the Local Law Enforcement Block Grant #2000-LB-BX-1918, noting that the federal share for this grant is $26,163.

14.    Chief Miskovski re Bid date for five 2001 four door passenger sedans for patrol use

Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to set a bid date of February 2, 2001 at 10:00 A.M. for the purchase of five 2001 four-door passenger sedans for patrol use, noting that this purchase was provided for in the 2001 budget.

15.    Comptroller re Purchase requiring Town Board approval

Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize the purchase of professional service hours from Ikon Office Solutions and authorize the Supervisor to sign the agreement for a total cost of $3000.

16.    Comptroller re Status change for Karen Frei to seasonal part-time

Motion by Councilman Osmanski, seconded by Supervisor Clark, to change the status of part-time Account Clerk/Mini Computer Operator Karen Frei to seasonal part-time effective January 8 - March 31, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

17.    Receiver of Taxes re Extension of warrant for collection of 2001 town/county taxes

Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to extend the warrant for collection of 2001 town/county taxes from May 1, 2001 to June 30, 2001.

18.    Receiver of Taxes re Status change for part-time clerks to seasonal part-time

Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to change the status of the following part-time Clerks to seasonal part-time effective January 8 - March 31, 2001:

Carol Talty     Sondra Kuczka

and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

PROBLEMS OF THE PUBLIC

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

Motion by Councilman Graber, seconded by Supervisor Clark, to appoint Richard Mingle as part-time Laborer in the Building & Grounds Department at a rate of $6 per hour effective January 8, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Councilman Graber, seconded by Supervisor Clark, to terminate Steven Hanavan as Sanitation Substitute and appoint Steven Hanavan as part-time Laborer in the Buildings & Grounds Department at a rate of $6.50 per hour effective January 8, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

CONGRATULATIONS TO POLICE DEPARTMENT

Councilman Graber commended Chief Miskovski and the West Seneca Police Department for an outstanding job in solving a number of recent cases in town.

DONATION OF COPIER

Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize the donation of the Engineering Department's Bruning PD 101 copier to Niagara Frontier Vocational Rehabilitation Center, 100 Leroy Street, Buffalo, New York, noting that the machine has no salvage value.
