The meeting was called to order at 7:30 P.M. by Supervisor Paul T. Clark with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

The meeting was dedicated to the memory of Martha Osmanski, Kathleen Staniszewski, Nestor Hernandez, Frances Martin, Geraldine Lazzara, and retired Lt. Irv Landahl.

    1.   Supervisor Clark re Retirement of Geraldine Wierzbicki-Roach

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to accept the retirement of Geraldine Wierzbicki-Roach and terminate her as part-time Community Development Loan Officer effective December 30, 2000 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that after completing eight years of service to the town Mrs. Wierzbicki-Roach chose to take advantage of the early retirement incentive program offered by the town.

    2.   Supervisor Clark re Appointment of Anthony DiPiano as part-time Community Development Loan Officer

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to appoint Anthony DiPiano as part-time Community Development Loan Officer effective January 23, 2001 at a rate of $11.30 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    On the question, Supervisor Clark noted that Mr. DiPiano's salary would be reimbursed 100 percent through an agreement with the Erie County HUD Consortium.

    3.   Supervisor Clark re Termination of Bonnie Majchrowicz as part-time Clerk

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to terminate Bonnie L. Majchrowicz as part-time Clerk effective January 17, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    4.   Supervisor Clark re Pay step increase for Carol Talty, part-time Clerk

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to increase the rate of pay for part-time seasonal Clerk Carol Talty to $7.15 per hour effective January 22, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Ms. Talty completed 1400 hours of service necessary for this increase.

    5.   Highway Supt. re Appointment of Steve Amoia as General Crew Chief

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to terminate Steve Amoia as Buildings & Grounds Department Crew Chief and appoint Steve Amoia as General Crew Chief effective January 23, 2001 at a rate of $21.01 per hour, Step 5, Group 7 of the Blue Collar Contract, and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    6.   Highway Supt. re Appointment of Ron Stacey as Sanitation Motor Equipment Operator

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to terminate Ron Stacey as Sanitation Laborer and appoint Ron Stacey as Sanitation Motor Equipment Operator effective January 23, 2001 at a rate of $14.42 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    7.   Highway Supt. re Purchase requiring Town Board approval

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of $1552.80 to Gerster Sales and Service for repairs at the Ice Rink.

    8.   Chief Miskovski re Purchase of mobile radios

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize the purchase of two (2) Kenwood Model TK-790HBK high power 110 watt mobile radios at the state bid price of $1287.75 each, for a total cost of $2575.50.

    14.   Town Clerk re Polling places for 2001

    (continued)

    On the question, Councilman Osmanski questioned if there were any changes from the previous year.

    Town Clerk Patricia Wisniewski advised that there were no changes in polling places from last year; however, due to a problem on Election Day at the West Seneca public schools that were used as polling sites, the West Seneca School Board voted to close the schools for the general election. This should alleviate the congestion that the voters were experiencing.

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to approve the following rates of pay for Election Machine Custodians for the year 2001, noting that the rates listed represent each individual's prevailing rate of pay:

    16.   Town Clerk re Electronic Document Management System grant

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to adopt the following resolution with regard to the 2001 - 2002 records management grant application:

    WHEREAS, the Town of West Seneca desires to obtain grant funds available under the Local Government Records Management Improvement Fund for the purpose of implementing an Electronic Document Management System (EDMS) for the West Seneca Police Department;

    NOW, THEREFORE, BE IT RESOLVED, that Supervisor Paul T. Clark is hereby authorized to execute the necessary documents to apply for funding in an amount not to exceed $75,000 to the New York State Education Department, State Archives and Records Administration.

    17.   Town Clerk re Web site enhancement grant

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to adopt the following resolution with regard to the 2001 - 2002 records management grant application:

    WHEREAS, the Town of West Seneca desires to obtain grant funds available under the Local Government Records Management Improvement Fund for the purpose of enhancing our existing web site with on-line forms, on-line search of town board minutes, and access to Town Code;

    NOW, THEREFORE, BE IT RESOLVED, that Supervisor Paul T. Clark is hereby authorized to execute the necessary documents to apply for funding in the approximate amount of $3,000 to the New York State Education Department, State Archives and Records Administration.

    On the question, Supervisor Clark stated that the town's current web site was strictly informational, but this grant would help to make the site more interactive and eventually allow citizens to complete forms and applications on-line without having to stop at Town Hall. Supervisor Clark commended Town Clerk Patricia Wisniewski and Records Management Clerk Jim Manley for a great job on the web site.

    Motion by Councilman Graber, seconded by Councilman Hicks, to authorize payment not to exceed $10,000 to Dualex Office Products, Inc. for networking the Youth Bureau's computer system, noting that was an amendment to a previous motion of May 8, 2000.

    22.   Youth Director re Corporation for National Service meeting

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize payment of $113 to Southgate Travel Inc. for an airline ticket to Baltimore on December 18, 2000, noting that Youth Director Mark Lazzara was to meet with the Corporation for National Service on this date, but due to severe weather conditions he was unable to attend and the ticket will be used at a later date.

    PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

    GARBAGE AND DEBRIS ON DORRANCE AVENUE

    Councilman Wroblewski referred to Deputy Town Attorney William Bond a problem with the strip plaza on Dorrance Avenue and Abbott Road. There was garbage and debris coming from the plaza onto the Dorrance Avenue town park and residential property on the other streets in that neighborhood. Councilman Wroblewski had spoken with the owner of the strip plaza, City of Lackawanna Mayor Kuryak, and South Buffalo Councilwoman Mary Martino regarding this problem. The plaza owner did not appear to want to address the problem, and Councilman Wroblewski suggested that a joint letter be developed between the Town Attorney's Office, the City of Lackawanna, and Councilwoman Martino asking for a resolution to the problem.

    ENERGY PERFORMANCE CONTRACT WITH SIEMENS BUILDING TECHNOLOGIES INC.

    Motion by Councilman Graber, seconded by Supervisor Clark, to sign a letter of intent with Siemens Building Technologies Inc. for an energy performance contract to proceed with the final engineering and design work required for implementation of the Town of West Seneca's demand side management program.

    On the question, Councilman Graber stated that the Utility Advisory Committee was continually striving to reduce the cost of energy. The town's energy management program consisted of two basic components - supply side management and demand side management. Supply side management was controlling the cost of the commodity through bulk purchase of natural gas or electricity and purchasing at the lowest possible per unit cost. Demand side management was the process of controlling the amount of natural gas or electricity consumed by town facilities. Councilman Graber stated that the town was already attempting to reduce the commodity cost by entering into various agreements with professional commodity brokers. The next logical step was to implement a comprehensive demand side management program. Siemens walked through town facilities and identified ten (10) improvement measures that could be undertaken to reduce consumption of electricity or natural gas. They found that if these ten items were implemented, the town would likely save $63,585 per year in energy costs. Councilman Graber noted that most of the improvement measures cost money, such as new lights, ballasts, pumps, etc., but the actual savings with reduced energy would be used to pay for the cost of

    the project. The project would cost approximately one-half million dollars and over a ten-year period the $63,000 in annual savings would not only pay for the project, it would eventually be a surplus to the town. Siemens Building Technologies Inc. guaranteed that by entering into a contract with them, the town would have a minimum of $63,000 annual energy savings. If the town only realized $40,000, Siemens would make up the $23,000 difference. Councilman Graber noted that Siemens was very well known in Western New York, and they had recently entered into contracts with Amherst and the Town of Tonawanda. They were also recently chosen to do the same type project for the school system.

    Supervisor Clark noted that the Utility Advisory Committee had consulted with other businesses and firms and Siemens Building Technologies Inc. appeared to be the logical choice.

    Councilman Graber stated that they had received three proposals for this work, and after reviewing them with Town Attorney Tim Greenan and developing a list of pros and cons, it was decided that Siemens was the best choice.

    CAZENOVIA CREEK ICE JAM

    Councilman Osmanski questioned whether Town Engineer George Montz had received a report on the ice jam meeting for Cazenovia Creek.

    Mr. Montz responded that the meeting had been canceled. There was some movement in the area of the ice jam and they were continuing to watch it.

    APPOINTMENT OF DIANA RATHMANN AS PART-TIME CLERK TYPIST

    Motion by Councilman Osmanski, seconded by Supervisor Clark, to appoint Diana Rathmann as part-time Clerk Typist in the Recreation Department effective January 23 - May 31, 2001 at a rate of $6.65 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Miss Rathmann will be working with programming at the Burchfield Art & Nature Center.
