Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

    Motion by Councilman Hicks, seconded by Councilman Graber, to set a bid date of July 9, 2002 at 10 A.M. for receipt of bids on the purchase of two (2) 4-wheel drive pickups, one (1) cargo van, and two (2) 4-door sedans.

    3.   Highway Supt. re Purchase of two loader backhoes

    Motion by Councilman Hicks, seconded by Councilman Graber, to authorize the purchase of two (2) loader backhoes with options off the state contract from Buffalo Tractor and Implement Co., 3045 Seneca Street, West Seneca, at a cost of $85,331.

    4.   Highway Supt. re Purchase of tractor

    Motion by Councilman Hicks, seconded by Councilman Graber, to authorize the purchase of a tractor with an over rail mower and optional rear flail mower off the state contract from Buffalo Tractor and Implement Co., 3045 Seneca Street, West Seneca, at a cost of $61,502.

    5.   Highway Supt. re Purchase of three cabs & chassis

    Motion by Councilman Hicks, seconded by Supervisor Clark, to authorize the purchase of three (3) cabs and chassis off the state contract from Hanson International Trucks, Inc., 2425 Walden Avenue, P.O. Box 247, Buffalo, NY 14225 at a cost of $179,517.15.

    6.   Highway Supt. re Attendance at BioCycle Conference

    Motion by Councilman Hicks, seconded by Councilman Graber, to authorize Highway Supt. Pat Finnegan and two operators to attend the BioCycle Conference in Portland, Maine, August 19 - 21, 2002 at a cost not to exceed $2000.

    STATUS OF DRAINAGE WORK AT TONY ROME'S

    Councilman Hicks referred to the drainage situation at Tony Rome's and commented that there was equipment on site. He questioned if they were ready to begin the drainage work.

    Building Inspector Bill Czuprynski hoped that the work would be completed by the next Town Board meeting. The matter was scheduled for court last Friday, but the owner never appeared.

    HISCOCK & BARCLAY RETAINED FOR ICE RETENTION PROJECT

    Motion by Councilman Graber, seconded by Supervisor Clark, to retain Hiscock & Barclay as special counsel to the Town of West Seneca with respect to the Cazenovia Creek Ice Retention Project at their municipal project rate #3, noting that funds were available from the recent bond resolution and fees paid would be credited against the town's share of the cost of the project.

    On the question, Councilman Graber stated that Hiscock & Barclay would be assisting the town with acquiring the flooding rights necessary to complete the project on time.

    Supervisor Clark stated that Hiscock & Barclay were local specialists that did a lot of this type of work, and he thought they would do a fine job for the town.

    PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

    REAPPOINTMENT OF ROBERT A. NIEDERPRUEM JR. TO PLANNING BOARD

    Motion by Supervisor Clark, seconded by Councilman Graber, to reappoint Robert A. Niederpruem, Jr. to the West Seneca Planning Board for an additional 7-year term effective June 4, 2002 through June 3, 2009 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    On the question, Supervisor Clark stated that Mr. Niederpruem served with distinction on the West Seneca Planning Board for the last six years. He was a professional engineer with over 25 years of experience in the civil engineering field, beginning with five years in the private sector and more currently with the Erie County Water Authority. Mr. Niederpruem was a department head and oversaw operations, maintenance functions, and production. He supervised 57 staff people including other engineers and scientists on his staff. Supervisor Clark commented that in recent years the town professionalized its Planning Board function and they now had engineers, attorneys and a licensed landscape architect serving as members.

    DEMOLITION OF BELLWOOD SCHOOL

    Supervisor Clark commented on the demolition of the old Bellwood School on Seneca Street and commended Building Inspector Bill Czuprynski and Fire Inspector John Gullo for their actions taken. The school had been broken into several times, there were roof breeches with birds and rodents nesting inside, and the building was a significant fire hazard. Supervisor Clark noted that a certified asbestos abatement was done through the prior developer, so no harmful emissions were released during the demolition. The demolition contractor was also licensed and insured and presented proper credentials for completing the job.

    COMMUNITY DAYS

    Supervisor Clark reminded everyone of West Seneca's Community Days celebration on Friday & Saturday, June 28th & 29th. The parade was scheduled for Saturday at 2 P.M. with fireworks at dusk.
