Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of $1440 to Lite Trix Inc. for scenery for the West Seneca Youth Theatre's Bye Bye Birdie show.

20.   Youth Director re Attendance at Points of Light Foundation National Service Conference

Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize Mark Lazzara, Jim Lawson, Michael Szymanski, and the three Freedom Writers to travel to the Points of Light Foundation National Service Conference convening June 28 - July 1, 2001 in Minneapolis, Minnesota at a total cost not to exceed $4400.

On the question, Supervisor Clark noted that this expenditure was funded by the AmeriCorps grant and related funding, not through town taxes.

22.   Youth Director re Purchases requiring Town Board approval

Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize payment of the following vouchers for the Youth Bureau:

NYS Office of Children & Family Services (over expenditure for 1999 - 2000)      $1621.00

NYS Corps Collaboration (Frost Valley 2001 Conference)       $1500.00

    PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

    STATUS OF DRAINAGE SITUATION AT TONY ROME'S

    Councilman Hicks questioned the status of the drainage situation at Tony Rome's.

    Building Inspector Bill Czuprynski stated that the case appeared in front of the Town Prosecutor last Friday and the owner was given two weeks to work out his problem. He had gotten bids for the work to be done, but there was some question about the drainage survey and the property lines so Mr. Czuprynski referred him to the Engineering Department. Mr. Czuprynski informed the owner that if nothing were done in two weeks he would be seeking a fine for each day after that.

    Town Engineer George Montz stated that his department returned the drainage survey to the owner two days after receiving it and they had no contact with him since that time.

    APPOINTMENT OF NICHOLAS ENGLERT AS PART-TIME SEASONAL LABORER

    Motion by Councilman Graber, seconded by Supervisor Clark, to appoint Nicholas Englert as part-time seasonal Laborer in the Sewer Service Department effective June 12, 2001 at a rate of $6.75 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    PROPERTY MAINTENANCE PROBLEM AT 314 TAMPA DRIVE

    Councilman Osmanski questioned if Building Inspector Bill Czuprynski had been following up with the situation at 314 Tampa Drive.

    Mr. Czuprynski stated that he had sent the property owner a letter and they notified him that the problems would be taken care of in the next two weeks. His department was also continually monitoring the grass cutting.

    PARKING PROBLEM ON NEWELL PLACE AND JASMINE AVENUE

    Councilman Osmanski questioned the status of the problem with West Senior High School students parking on Newell Place & Jasmine Avenue.

    Highway Supt. Pat Finnegan stated that he had recently received a response from the school and would probably be posting at least the first 20 feet at the corner. He would contact Mrs. Wheeler and let her know that he had received a response and would be working on the problem.

    USED CAR LOT ON CLINTON STREET

    Councilman Osmanski stated that he had received a call from Mr. Bolas of Clinton Street regarding junk cars on the rear portion of the used car lot on Clinton Street. The Town Board had previously denied a rezoning for the car lot to expand, and Councilman Osmanski directed Mr. Czuprynski to investigate the complaint.

    COPIER LEASE AGREEMENT WITH DUPLICATING CONSULTANTS

    Motion by Councilman Wroblewski, seconded by Supervisor Clark, to authorize the Supervisor to sign a 45-month lease agreement with Duplicating Consultants in the amount of $448.36 per month for an SD-2260 copier, noting that the lease agreement included service, parts, and supplies, and this contract was the lowest price of three competitive bids.

    On the question, Councilman Hicks stated that he would be abstaining from this vote because he was employed by Duplicating Consultants.

    OUTSTANDING CONDITION OF TOWN PARKS

    Councilman Wroblewski commended Highway Supt. Pat Finnegan and the Buildings & Grounds Department on the condition of the town parks, noting that all of them were in outstanding condition early in the season and he had received many compliments.

    Supervisor Clark also commended Mr. Finnegan on the appearance of the town parks, but requested that someone take a look at the wood sides of the concession building at Sunshine Park which were discoloring and might need stain or preservative.

    CLOSEOUT OF SENIOR CITIZENS WHEELCHAIR VAN CONTRACT

    Motion by Supervisor Clark, seconded by Councilman Wroblewski, that the Town of West Seneca close out as completed Job No. C617-00-72 for a senior citizens wheelchair van and return unexpended Federal Community Development funds in the amount of $823.60 to the Community Development Consortium.

    REMOVAL OF ILLEGAL SIGNS

    Supervisor Clark referred to the signs that were placed on street corners in town advertising for employment and requested that Building Inspector Bill Czuprynski contact the companies involved and inform them that they were violating the town's sign ordinance and would be taken to court if the signs persisted. He also directed Mr. Czuprynski to contact Iroquois Industries and have their people remove all of the signs.

    Mr. Czuprynski responded that he had taken down a number of signs, but the companies continue to replace those that were removed. He had called the telephone number printed on the signs, but it was not the company who placed the signs. They would not give him a telephone number where the company could be reached, but told him that they would convey his message.

    Supervisor Clark also commented on the magazine containers that were being placed on right-of-ways throughout the town and asked that Mr. Czuprynski remove those containers that were not located on a business property.

    LICENSE AGREEMENT FOR ACCESS ROAD TO NORTH AMERICA CENTER

    Motion by Supervisor Clark, seconded by Councilman Osmanski, to authorize the town to enter into the proposed license agreement between the Erie County Industrial Development Agency, North America Center Joint Venture and CS Integrated LLC with the Town of West Seneca and West Seneca Fire District No. 4, for a license to access property in the North America Center from Lein Road and maintain an unpaved road for emergency vehicles only, and authorize the Supervisor to sign the agreement on behalf of the town.

    On the question, Councilman Osmanski questioned which road the fire company would be using.

    Highway Supt. Pat Finnegan responded that as in the past, they would enter the access road near the Conrail bridge on Lein Road but rather than turning right part way down the road they would continue straight through to the back parking lot of the Christian Salvesen building.

    Councilman Osmanski questioned if the road was maintained by the railroad.

    Mr. Finnegan responded that the road was maintained by either the local development corporation or the railroad.

    Supervisor Clark stated that the road was gravel based so it was much more maintainable and not able to be washed out with the erosion problems.

    Deputy Town Attorney Bill Bond stated that Dave Lawrence of the West Seneca Development Corporation would obtain the necessary signatures after Supervisor Clark signed the agreement.
