Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

Supervisor Clark read a letter from Sgt. Bill Geary thanking the Town Board for supporting he and the other servicemen that worked for the Town of West Seneca and were called to active duty. Mr. Geary was currently serving in the Middle East, flying re-supply and combat support missions into and around Iraq. The workdays were long and challenging and he was seeing more than he had expected. Mr. Geary noted that without the support from his employer there would be much unneeded stress. He commended the Town Board members and stated that he was proud to serve the Town of West Seneca and abroad.

The meeting was dedicated to the memory of Susan Campofelice & Marion Kubli.

    1.     7-C   COMMUNICATIONS

    1.   Supervisor Clark re Resolution - Sodexho Crisis

    Motion by Supervisor Clark, unanimous second, to adopt the attached resolution concerning the Sodexho Crisis.

    On the question, Supervisor Clark stated that the Department of Defense and Congress had signed a petition calling for the termination of Sodexho's contract to feed U.S. Marines because a French company owned Sodexho. Although he supported the idea of not supporting the French or French government, Supervisor Clark noted that Sodexho employed 8600 New Yorkers, 2130 of them Western New Yorkers with 570 people employed at their local headquarters in Williamsville. He felt that this action was inappropriate due to the employment difficulties Western New York was already experiencing. Supervisor Clark asked Town Clerk Patricia Wisniewski to forward copies of this resolution to Senators Schumer & Clinton and Congressman Quinn.

    Councilman Graber noted that Senator Schumer was able to make great strides in getting the Department of Defense to hold up on canceling Sodexho's contract and they recently agreed not to pursue it. There were 110,000 Sodexho workers in the United States, which represented 40 percent of their worldwide manpower.

    2.   Supervisor Clark re Memorial Day observance

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to grant permission to the West Seneca Veteran's Committee to host the annual Memorial Day Parade and festivities on Monday, May 26, 2003, noting that the Gardenville service will be held at 9:00 A.M. and the second ceremony will assemble in Southgate Plaza at 10:00 A.M. and step-off at 10:30 A.M. down Union Road to the Veterans Memorial in front of the West Seneca Library; and further, grant permission to the Veteran's Committee to sell "Buddy Poppies" on May 22 - 24, 2003 and "White Clovers" in the month of November 2003.

    3.   Supervisor Clark re Title correction for Jodi Wysocki to part-time Clerk/

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to correct the title for Jodi J. Wysocki from part-time Account Clerk/Mini Computer Operator to part-time Clerk in the Justice Court effective November 4, 2002 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    4.   Town Engineer re Bid date for Chamberlin Drive Revitalization Project

    Motion by Councilman Osmanski, seconded by Councilman Graber, to set a bid date of May 13, 2003 at 10:00 A.M. for receipt of bids on the Chamberlin Drive Revitalization Project, Job No. C-0303.

    5.   Town Engineer re Purchase requiring Town Board approval

    Motion by Councilman Osmanski, seconded by Councilman Graber, to authorize payment of $3555 to URS Corporation for preparation of discharge monitoring reports.

    6.   Highway Supt. re Purchase of roller

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize the purchase of a pavement roller with trailer for the Highway Department from Anderson Equipment Company, 101 Great Arrow Avenue, Buffalo, at the state contract price of $13,718.

    7.   Highway Supt. re Title change for Samuel Schlegel to Highway Mechanic

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to terminate Samuel Schlegel as Highway Laborer and appoint Samuel Schlegel as Highway Mechanic, Group 5, Step 5, at a rate of $20.05 per hour, effective April 14, 2003 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    Motion by Councilman Osmanski, seconded by Councilman Graber, to terminate Richard Anticola as part-time car washer in the Highway Department effective April 7, 2003 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    9.   Highway Supt. re Title change for Robert Krautsack to Sanitation Substitute

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to terminate Robert Krautsack as part-time Laborer and appoint Robert Krautsack as Sanitation Substitute at a rate of $7.00 per hour, effective April 14, 2003 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize Detective Robert Maza to attend the Canadian American Law Enforcement Organization (C.A.L.E.O.) annual International Information Sharing Conference, May 6 - 8, 2003 at the Brock Plaza Hotel, 5685 Falls Avenue, Niagara Falls, Ontario, Canada, at a cost not to exceed $235.

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize Police Officers Ken May, Dan Szymanski, and Timothy Comerford to attend the annual Traffic Safety Conference, April 29 - 30, 2003 in Albany, New York, at a cost not to exceed $500.

    15.   Chief Gehen re Attendance of Officers Morano, Bloom, Baker & Pratt at D.A.R.E. training conference

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize D.A.R.E. Officers Ken Morano, Dennis Bloom, Edward Baker, and Timothy Pratt to attend the New York State D.A.R.E. Officers Association 14th annual training conference, April 27 - 30, 2003 at the Turning Stone Conference Center in Verona, New York, at a cost not to exceed $1760.

    17.   Comptroller re Purchase of computer upgrades

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of $4315 to KVS Information Systems, 821 Maple Road, Williamsville, NY 14221, to upgrade the town computer for the AcuPrint forms processing secure check system and $4395 for an FD 1500 folder -sealer from Notable Corp., 4240 Ridge Lea Road, Amherst, NY 14226.

    18.   Comptroller re Purchase of professional service hours from Ikon Office Solutions

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize the purchase of professional service hours from Ikon Office Solutions at a cost of $5000 and authorize the Supervisor to sign the agreement.

    19.   Comptroller re Purchase requiring Town Board approval

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to grant a rate increase to $6.90 per hour for Catherine Seweryniak effective March 19, 2003 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    23.   Youth Director re Installation of heating & air conditioning unit in AmeriCorps classroom

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize the installation of a heating and air conditioning unit in the Youth Bureau/AmeriCorps classroom located at the West Seneca Community Center, 4620 Seneca Street, at a cost not to exceed $6500.

    On the question, Supervisor Clark questioned whether this was an official bid or an informal proposal.

    Councilman Hicks stated that they had obtained proposals when they first began using the classroom as a training facility, but they held off on it because there was a possibility they would be moving to the college. He understood that three or four proposals were submitted at that time.

    Supervisor Clark wanted to see some documentation that the proposal submitted to the Town Board was the lowest.

    Councilman Osmanski suggested approving a maximum expenditure of $6500 but request to see the other proposals submitted.

    COUNCILMAN HICKS ATTENDS ORLOWSKI WAKE

    Councilman Hicks stated that he had attended USMC Lance Corporal Eric J. Orlowski's wake and offered the West Seneca Town Board's condolences. Mrs. Orlowski was very grateful for what the board members had done and expressed her thanks.

    MUNICIPAL CLERK'S WEEK

    Supervisor Clark presented the attached proclamation to Town Clerk Patricia Wisniewski in recognition of Municipal Clerk's Week. He commented that the Office of Clerk was one of the main interactions between the bulk of the residents and local government and was their most direct access to any kind of government. Supervisor Clark stated that Mrs. Wisniewski and her staff represented the Town of West Seneca well and he expressed his appreciation. The town was now offering e-government and was continually expanding their interaction, going into the homes and offices of residents and taxpayers through the Internet. Supervisor Clark stated that this was a new function of the Town Clerk's office and was being monitored by Mrs. Wisniewski and Webmaster Jim Manley.

    Mrs. Wisniewski thanked Supervisor Clark and the Town Board for their support and cooperation over the years.

    NORTHEAST SOUTHTOWNS REGIONAL SOLID WASTE MANAGEMENT PLAN

    Motion by Supervisor Clark, seconded by Councilman Hicks, to adopt the attached resolution concerning the Northeast Southtowns Regional Solid Waste Management Plan.
