Supervisor Sheila M. Meegan called the meeting to order at 2:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance to the Flag led by Code Enforcement Officer John Gullo.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
The meeting was dedicated to the memory of all those who lost their lives in 9/11 and those who serve and continue to serve.
 
19-A COMMUNICATIONS

         
1.   Chief Denz re Budgetary transfer request
 
 
 
Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve a budgetary transfer request of $11,624.36 from Acct. #001.3120.0164 (Police Community Policing Program) to Acct. #001.3120.0150 (Police Captain) $1,772.26; Acct. #001.3120.0153 (Detective) $3,274.21; Acct. #001.3120.0154 (Police Officer) $4,067.13; and Acct. #001.3120.0161 (Police Lieutenant) $2,510.76 to comply with bookkeeping measures established by the Finance Department.

2.       Director of Recreation re Fall/Winter recreation program hires & status change
 
 
 
Motion by Supervisor Meegan, seconded by Councilman Rusinski, to appoint Ian Ward, Casey Dynarski & Joshua Hicks as part time Recreation Attendants at a rate of $7.50/HR and further change the status of Recreation Supervisor Michael Talluto and the attached list of Recreation Attendants & Life Guards to part time effective September 14, 2013 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

   3.    Town Justice re JCAP application
 
 
 
Motion by Supervisor Meegan, seconded by Councilman Hart, to authorize Connie Miner & Co. Grant Consultants to complete the necessary application for submission of JCAP (Justice Court Assistance Program) grant in the amount of $20,000 to NYS Unified Court System.

On the question, Councilman Hart commented the quote only reflects $8000 of grant money being spent and questioned what else will be purchased with the remaining funds.
 
Supervisor Meegan responded this is basically a wish list and additional items such as a printer can be added.

19-B  APPROVAL OF WARRANT
 
Motion by Supervisor Meegan, seconded by Councilman Hart, to approve the vouchers submitted for audit, chargeable to the respective funds as follows:
 
General Fund - $270,950.06; Highway Fund - $241,394.27; Special Districts - $393,046.72 (voucher #’s 79172-79645); Trust & Agency Fund - $33,966.00 (voucher #’s 80300-80315)

ISSUES OF THE PUBLIC
         
          COMMUNITY POLICING PROGRAM
 
          Karen Lucachik questioned the community policing program and transferring of funds.
 
Supervisor Meegan responded the program involves police officers on bike patrol. 
 
Finance Director Laura Landers stated this is budgeted money that is being transferred to proper accounts.
 
YES DIRECTOR POSTING ON WEBSITE
 
          Karen Lucachik questioned why the YES director position previously posted on the website was removed.
 
Supervisor Meegan responded that three or four resumes/applications were received and the position was removed yesterday after being posted for three weeks.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
 
SEA LAMPREY PURGING BY FEDERAL FISH & GAME DEPARTMENT
 
          Code Enforcement Officer John Gullo commented on the Federal Fish & Game Department conducting sea lamprey purging in Cazenovia Creek. Dye will be added to the creek measuring water flows for pesticide application and elimination of the lamprey.  The dyes and chemicals, which are red & yellow in appearance, are environmentally friendly.
 
2014 BUDGETS
 
          Finance Director Laura Landers stated the Benefit Basis Budget has been completed and will be filed on time and the General & Highway Budgets will be filed by October 5th.
 
BID AWARD FOR SENIOR CENTER PARKING LOT IMPROVEMENTS PROJECT
 
          Town Engineer Jason Foote stated he would like to walk in an agenda item for the bid award for the Senior Center Parking Lot Improvements Project at the Monday, September 16th, Town Board meeting. The bid opening will take place earlier in the day and due to time constraints it is essential the project be awarded as soon as possible.
 
WEST SENECA POLICE DEPARTMENT ACCREDITATION
 
          Councilman Rusinski commended and congratulated the West Seneca Police Department for receiving accreditation.
 
SEPTEMBER 11TH RECOGNITION
 
          Councilman Rusinski recognized 343 firefighters & police officers from September 11th.
