Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance to the Flag led by Town Clerk Jacqueline Felser.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

FINANCE DIRECTOR LUKE MALECKI

Closure of capital projects; resolution will be amended slightly due to re-appropriation of funds from Greenbranch Road project to Heather Hill Drive project; excess cash will be used to pay down long term debt; three projects were at a deficit


Ø 

Fund balance policy – GFOA recommended level is two months of expenditures or 16.7 percent of next year’s appropriation; last amount was at 18 percent in General Fund, unrestricted at 14 percent; Highway Fund only 4 percent; board should determine what level they want to be at; working on long term plan


Ø 

Reimbursement FEMA money has come in - $536,000; working on capital improvement FEMA money


Ø 

Jodie Wysocki presented excel spreadsheets for departments to use for payroll; each full-time employee will now fill out their own time including comp time

Ethics issue – Lions Club hot dog stand is on agenda for board approval and he questioned if he can vote since he is an officer of the Lions Club; Town Attorney John Fenz did not see a problem with Councilman Hanley voting on that issue

 

EXECUTIVE SESSION

Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to Executive Session at 4:25 P.M. to discuss five employee issues.
