Supervisor Meegan called the work session to order at 3:10 P.M. with the Pledge of Allegiance to the Flag led by Councilman Hart.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

Filing benefit basis budget tomorrow which includes sanitary sewer, water, gas lighting, one small industrial park district and the electric lighting districts


ü 

electric lighting districts experienced slight increase due to electricity increase


ü 

gas lighting districts experienced significant decrease because energy performance contract is maturing


ü 

water districts are down $2000 due to reduction in principal payments


ü 

sewer department programmed maintenance account decreased by $200,000 because of improvements made


ü 

Buffalo Sewer Authority bill – excessive overflows are handled by them and they are experiencing a consent order same as the town; part of the order is being passed on to the town ($3 million to a line item they only budgeted $2 million); number of gallons going into the city system is declining because of the work on the sewer project.  Town Attorney John Fenz noted the fine to the town would be $25,000 per day for not complying with consent order, so the cost of infrastructure improvements is better than paying the DEC fine.

 

GIRLS SOFTBALL WORLD SERIES EVENT


Ø 

Ed Warhol, NYS Director for the National Softball Association stated their proposal to host the Girl’s Softball World Series event in West Seneca using Sunshine Park and Fireman’s Park along with Amherst Northtowns Center.  Approximately 150 to 200 teams will attend the event which will run from July 17th – 22nd. Chuck Giglia of Buffalo Sports Commission and Ally Pawlowski estimate 1,800 youth athletes and their families will attend with a $3 million economic impact (hotels, food, shopping, etc.).  Jack Hess of West Seneca Girls Softball suggested minor improvements to Sunshine Park (fertilizer, additional parking, batting cages).  Town Attorney John Fenz will work out overtime costs for Buildings and Grounds and Police Department personnel.

Working with Orchard Park officials to share electrical inspector; possible 60/40 split of hours

Code changes proposed – electrician licensing, board of electrical examiners; property manager registering; add debris to property maintenance ordinance and $200 administration fee for each property; exotic animals not allowed

EXECUTIVE SESSION

Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to Executive Session at 3:55 P.M. to discuss two employee issues, one Erie County Personnel issue and two litigation issues.

 

Ayes: All                              Noes: None                               Motion Carried

 

The board members returned at 4:50 P.M.
