Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
HUMAN RESOURCE DIRECTOR LAURA DEVINE
Ø Issues with employee time clock swiping and incomplete time cards; going forward employees will be required to approve their own time prior to department head approval; next step is to improve the accounting software to better interface with the system
 
ARMY CORPS OF ENGINEERS PUBLIC HEARING – LEXINGTON GREEN
Ø Suggestion to cover stone berm with soil from sledding hill at Sunshine Park - Highway Sup’t. Matthew English stated sledding hill is not good fill and he suggested topsoil instead; Town Attorney John Fenz stated he will have to first determine the town’s responsibility and who will fund this; Town Engineer Steven Tanner commented on proper placement of soil to prevent it from washing away, but noted it won’t prevent future flooding; legal and engineering issues need to be worked out first
Ø Comments on availability of sandbags
Ø Councilman Hanley stated National Grid has requested to be informed of any work that may impact the high pressure gas line in the area
TOWN ENGINEER STEVEN TANNER
Ø Purchase of pump for Plant 5; DEC supports project as it will prevent overflows on dry days; daily reports will be eliminated
Ø Bid date requested for Buildings & Grounds Department roof
Ø Updated status of East & West Road and Angle Road projects - paving complete on Angle Road and in process on East & West Road; watermains will need to be flush tested, disinfected and approved, then services can be switched over to Erie County
CODE ENFORCEMENT OFFICER JOHN GULLO
Ø Rezoning application for 4378 Seneca Street from R-60A to C-1 for two-story, 6000 sf office building; proposing to demolish house and build in the same footprint; town design standards have been provided to the applicant

YOUTH SERVICE COORDINATOR LAUREN MASSET
Ø Summer Day Camp and Summer Fun Program are both running smoothly
Ø Pool is open and spray pool has reached max capacity several times already this season
Ø PBA and Teachers Union will sponsor Movie Night on 8/5 (Big Hero 6) and elected officials (Supervisor Meegan, Councilmen Hart & Hanley, Town Clerk Jacqueline Felser and Highway Superintendent Matthew English) will sponsor Movie Night on 8/19 (Finding Nemo)
Ø Talent Show scheduled for 10 A.M. on Friday, July 15th
 
CHIEF DENZ
Ø Thanked the community for their support given the recent tragedies and conflict concerning law enforcement
Ø Bridge work on Route 400 is progressing and traffic patterns are working well
Ø Captain Baker was selected to attend the FBI National Academy in Quantico, Virginia
Ø NYS Chiefs of Police conference is taking place this week in Buffalo
 
COUNCILMAN HANLEY
Ø Working on workers compensation rates for the town and identifying instances of abuse; West Seneca Police Department has one of the lowest rates of all blue collar, white collar and police agencies in the area
Ø Rat issue on Covington Drive due to dry weather
Ø 30 phone lines have been eliminated to date that were not being used
SUPERVISOR MEEGAN
Ø Will be introducing a local law to establish responsible bidder requirements for public works projects
 
EXECUTIVE SESSION
Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 3:55 PM. to discuss labor contract matters and legal issues.
Ayes: All                                     Noes: None                                 Motion Carried
The board members returned from executive session at 6:15 P.M. and the work session was adjourned.
