Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer in memory of the five officers that died in the recent ambush in Dallas followed by the Pledge of Allegiance.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
The meeting was dedicated to the memory of Jean Rautenstrauch, Carl & Arlene Lamancusa, Richard Frei, Patricia Littler and Kyle Giammaresi.

1.    Supervisor Meegan re Appointment Eric Labrie as Senior Engineer Assistant
 
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Eric Labrie as Senior Engineer Assistant permanent, Group 9, Step 3, effective July 12, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

2.   Town Engineer re Bid date for replacement/ reconstruction of Buildings & Grounds building roof
 
 
                 
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to set a bid date of August 5, 2016 at 10:00 A.M. for receipt of bids on the replacement/reconstruction of the Buildings & Grounds building roof, noting the town previously authorized bonding in the amount of $150,000 to complete this work.

3.   Town Engineer re Award of remedial work for Plant 5 Pump Station
 
 
Motion by Supervisor Meegan, seconded by Councilman Hart, to award remedial work at the Plant 5 Pump Station to Koester Associates, 3101 Seneca Turnpike, Canastota, NY, at their quote of $18,878.00, noting three quotes were received for this work.

4.   Highway Sup’t re Highway Fund Blacktop Paving
 
 
                                                         
Motion by Supervisor Meegan, seconded by Councilman Hart, to adopt the attached resolution accepting the Community Development Block Grant (CDBG) award of $100,000 and the Multi-Modal Grant award of $139,200 and record the proceeds as indicated.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to terminate Robert Krautsack as Highway Auto Mechanic and appoint him as Highway Heavy Motor Equipment Operator, Group 5, Step 5 at a rate of $28.95 per hour effective June 27, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

6.   Highway Sup’t re Title change for Joseph Waszkielewicz to Sanitation Motor Equipment Operator
 
Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Joseph Waszkielewicz as Sanitation Laborer and appoint him as Sanitation Motor Equipment Operator at a rate of $19.64 per hour effective June 27, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

7.   Chief Denz re Attendance of Captain Edward Baker at FBI National Academy
 
Motion by Supervisor Meegan, seconded by Councilman Hart, to authorize Captain Edward Baker to attend the FBI National Academy, October 3 - December 3, 2016 in Quantico, Virginia, noting funding was placed in the 2016 Police Training budget line 001.3120.0459.

8.      Chief Denz re Status change for part-time Public Safety Dispatchers to seasonal
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the status of part-time Public Safety dispatchers Andrew Oscypala and James McCullough to part-time seasonal effective July 1 - 31, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

9.     Chief Denz re Resignation of Andrew Wagner as part-time Public Safety Dispatcher
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to accept the resignation of Andrew Wagner and terminate him as part-time Public Safety Dispatcher effective July 5, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

11.   Youth Service Coordinator re Termination of part-time recreation attendants
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to terminate Emily Bitka, Marco Gangorsa, Katherine Pessecow, Rachel Pillinski and Francesca McKenon as part-time recreation attendants effective July 19, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

12.   Youth Service Coordinator re Appointment of Peter Salamone as part-time recreation attendant
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Peter Salamone as part-time seasonal recreation attendant at a rate of $9.25 per hour effective July 19, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting this hire is contingent upon obtaining the required certifications outlined by Town Code Chapter 25 and the position will be paid out of budget line Salary of Other Employees – Part Time 1.7140.0149.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Joanne McCabe as part-time clerk typist at a rate of $10 per hour effective July 19, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting this hire is contingent upon obtaining the required certifications outlined by Town Code Chapter 25 and the position will be paid out of budget line Salary Clerical– Part Time 1.7140.0139.

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate William Weixlmann as Highway Laborer and appoint him as Highway Motor Equipment Operator, Group 2, Step 5 at a rate of $28.17 per hour effective July 11, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the department of seasonal part-time laborers Matthew McCarthy and Chase Weber from the Buildings & Grounds Department to the Sanitation Department effective July 18 - October 28, 2016 at a rate of $9 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

17.   Youth Service Coordinator re Adjustment of pay rate for Hannah Gullo
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve a rate increase for part-time recreation attendant Hannah Gullo to $9.50 per hour retroactive to June 10, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $344,398.45; Highway Fund - $149,801.65; Special Districts - $94,198.99; Capital Fund - $237,980.80 (vouchers 94606-95149); Trust Fund - $86,466.51 (vouchers 94759-95222)

ISSUES OF THE PUBLIC
 
          RODENT PROBLEM
 
Beverly Leising commented on a rat problem on Harwood Road and questioned the best course of action for residents to take, noting there is a property with high grass that may be contributing to the problem.
 
Highway Sup’t. Matthew English suggested Mrs. Leising contact Erie County Health Department. He will also email Senior Code Enforcement Officer John Gullo concerning property maintenance. Mr. English further reminded residents not to provide sources of food or water, including small pools left uncovered, that attract rodents.
 
GARBAGE & RECYCLING TOTES
 
Beverly Leising suggested complimenting residents on the garbage and recycling figures to encourage those that are not participating to pitch in. Highway Supt. Matthew English stated they could possibly put an ad in the Pennysaver.
 
DEER POPULATION
 
Beverly Leising questioned if there has been any progress controlling the deer population in town. Town Attorney John Fenz stated Chief Denz is still gathering information and having discussions with the DEC.
 
SIDEWALKS
 
Doug Kroll commented on sidewalks in town and the lack of sidewalks on some major roads and residential areas. He presented a letter listing his observations to Town Board members and Highway Sup’t Matthew English.
 
Supervisor Meegan advised that property owners are responsible for sidewalks in front of their home. Sidewalks must be 6’ wide to be ADA compliant and the town actively seeks grants to help offset the costs for residents.

ISSUES OF THE PUBLIC
 
          PLAYGROUNDS
 
Linda Toy questioned the status of repairs at the playgrounds, specifically Tim Russert Park. Supervisor Meegan confirmed the town received funds from Senator Gallivan for ADA compliant improvements and anticipated September for completion.
 
TRAFFIC SITUATION ON FRENCH LEA ROAD
 
George DiPiano referred to a traffic situation on French Lea Road and property maintenance issues at the plaza on the corner of Clinton Street and French Lea Road.
 
Supervisor Meegan stated the traffic issue has been referred to the Traffic Committee with a suggestion that there be no parking allowed on one side of the road. She will refer the property maintenance issue to the Code Enforcement Office.
 
Mr. DiPiano further referred to a house next to the plaza on Clinton Street where a vehicle parks across the sidewalk making it impassable.
 
Lt. Urbanski encouraged Mr. DiPiano to contact the Police Department to report any traffic situations.
 
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
RECREATION PROGRAM UPDATES
Youth Service Coordinator Lauren Masset stated Summer Day Camp and the Summer Fun Program are both running smoothly. The pool is open and also running smoothly and the spray pool has reached maximum capacity several times already this season. The PBA and Teachers Union will sponsor Movie Night on 8/5 (Big Hero 6) and elected officials Supervisor Meegan, Councilmen Hanley & Hart, Town Clerk Jacqueline Felser and Highway Sup’t. Matthew English will sponsor Movie Night on 8/19 (Finding Nemo).  A talent show is planned for Friday and all are welcome to attend.
 
WORKER’S COMPENSATION RATES
Councilman Hanley stated he is working on an agreement for worker’s compensation rates for the town and identifying instances of abuse.

          TELEPHONE SAVINGS
Councilman Hanley stated he has been working with Buildings & Grounds Sup’t. Steven Amoia to identify and eliminate 30 dead phone lines in Town Hall for a small savings to the town.
FIREMEN’S MEMORIAL EXHIBIT CENTER
          Councilman Hart encouraged residents to visit the Firemen’s Memorial Exhibit Center on Seneca Street when it reopens in August or September. The building is representative of the new design standards and is full of interesting items. They are currently fundraising with hot dog roasts each weekend and appreciate all donations.
          LOCAL LAW #2016-12 – RESPONSIBLE BIDDER REQUIREMENTS ON PROJECTS
          Supervisor Meegan introduced local law #2016-12 which establishes responsible bidder requirements for public works projects.
          Motion by Supervisor Meegan, seconded by Councilman Hart, to schedule a public hearing for August 8, 2016 at 7 P.M. to consider Local Law No. 2016-12.
