Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
FARMER’S MARKET REPORT BY SUPERVISOR MEEGAN’S SECRETARY, EMILY MELSKI
Ø Farmer’s markets in surrounding communities were researched to explore the possibility of changing the day of the West Seneca market. There are currently 10 – 12 markets being held on Saturday mornings, an established one in South Buffalo at Cazenovia Park on Sundays and a new one in Orchard Park that is just now coming to a close, as well as multiple events held downtown. Based on this information, changing the day of the West Seneca Farmer’s Market does not look to be the best solution. Also, keeping on Thursday would be better for inclusion of food trucks. The following suggestions were made:
ü extend the length of the season to allow for later produce to be sold
ü expand the number of vendors to enhance the selection
ü link the market with other events (i.e. Lions Band Shell concerts); Councilman Hart suggested meeting with Lions Club to discuss
ü add an exercise element (i.e. yoga)
ü advise current vendors of proposed changes and obtain feedback through use of a questionnaire
 
YOUTH SERVICE COORDINATOR LAUREN MASSET
Ø Men’s open gym is cancelled due to flooding at East Middle School gym; searching for an alternate location
Ø Enchanted Path event will be held Friday, October 28th from 6 P.M. until 8 P.M. on the 90’ baseball field at Veterans Park; candy donations are being accepted

CODE ENFORCEMENT OFFICER JOHN GULLO
Ø Bid award for demolition of three structures - Hannah Demolition is low bidder; town used them in the past and demolition is their expertise; permits are issued for each structure and the cost is put on the tax roll
Ø Sidewalk program is still being formulated with assistance from Town Attorney John Fenz
Ø Number of zombie homes is decreasing; some vacant homes are listed for sale or auction; Kate Lockhart of the WNY Law Center has been a valuable resource for the process
Ø Purchase of disaster coordinator vehicle
Ø Requested that correspondence be sent to NYSDOT regarding the Harlem Road bridge reconstruction and the temporary access road to the creek that was constructed; would like them to leave the road for access to the creek for emergency vehicles and ice excavation equipment
 
SENIOR RECREATION THERAPIST OF SENIOR SERVICES MARY JOSEFIAK
Ø Health and Services Fair will be held Friday, October 21st from 9 A.M. until 12 P.M. at the senior center; health insurance providers will be on hand to inform seniors about changes to health insurance programs; flu shots and blood pressure screening will be offered 
Ø Drug drop off event will be held Saturday, October 22nd from 10 A.M. until 2 P.M. at the senior center

Ø Executive session for labor issues, litigation and real property matter
COUNCILMAN WILLIAM HANLEY
Ø Electronics recycling event will be held Saturday, October 22nd from 10 A.M. until 2 P.M. at West Seneca East High School
COUNCILMAN EUGENE HART
Ø National Grid letter regarding rebuilding substation - would like to clarify each party’s responsibilities with regard to the roads and document with video and photographs the current condition; project is expected to take until 2020 to be completed; Town Attorney John Fenz will contact National Grid’s attorney.
Ø Training seminar was held with Zoning & Planning Board on the Comprehensive Plan, Tree Ordinance and Design Standards

EXECUTIVE SESSION
Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to executive session at 3:35 P.M. to discuss two personnel issues, one litigation matter and one real property matter.
Ayes: All                                     Noes: None                                 Motion Carried
The board members returned from executive session at 5:45 P.M. and the work session was adjourned.
