Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance to the Flag led by Councilman William Hanley.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

JAMES MANLEY - VETERANS AFFAIRS ADMINISTRATION

·      Provided an update on taking possession of a tank - liability insurance, mover and  fundraising for concrete pad; Town Attorney John Fenz contacted Town of Hannibal and is satisfied with the town’s exposure; Town Board will be discussing where to place the tank, possibly on the hill at the corner of Union Road and Main Street

·                  Damage to Walkway of Freedom sign; town will see that it is taken care of

 

LAURA DEVINE – HUMAN RESOURCES

·      Proposed training seminar for employees to address customer service, safety within the building, harassment; topics will be covered to best meet business needs

 

TOWN ATTORNEY JOHN FENZ

  • Burchfield Center update - met with forensic architect who would like thermal imaging done to determine the extent of water damage and will then give a more accurate analyses as to how to proceed; Supervisor Meegan stated contents of Burchfield Center will be removed and stored in the storage room at the senior citizens center; Town Clerk Jacqueline Felser should be contacted for access to the storage room
  • Agenda item - Proposed contract with WNY Law Center relative to duties involved in zombie homes grant initiative
  • Agenda items - Easement of paper street and abandonment of paper street – both are beneficial to the taxpayer and not a detriment to the town

CHIEF DENZ

  • Fenians Gaelic Games – event to be held in July; need an incident action plan including transportation, parking, first aid and security; meeting to be scheduled with the Fenians
  • Cleaning out old Auxiliary Police room at senior center; will be archiving the old records
  • Concerns with proposed phone system to be discussed with IEvolve
  • Software program available for human resources that houses town policies
  • Awards night to be held at the February 27th Town Board meeting.

 

SENIOR CODE ENFORCEMENT OFFICER JOHN GULLO

  • Toured all the creeks; ice situation looks good
  • Sidewalk repair & maintenance inspectors went through one quadrant of town and found approximately 125 sidewalks slabs that are questionable; will be notifying property owners by mail and if they do not repair their sidewalks the town will do so and put the cost on their tax bill

 

TOWN ENGINEER STEVE TANNER

  • Plant 6 sewer work is 70 percent done; manhole rehabilitation to be done in the spring; thanked Erie County for allowing the town to bypass into Erie County sewer system
  • Community Center & Library project on schedule
  • 500 basement inspections were performed last year, disconnected 70 illegal connections; discussed issues with obtaining access to homes and suggested assessing a fee; Supervisor Meegan did not believe that was a possibility but will have to check the legalities
  • Sewer project update - bonded $30 million and spent $17 million to date; completed 4.5 phases of sewer lining; Town Board will have to decide if they would like to put the next phase out to bid
  • HiView Terrace update – discussions with HiView Terrace residents concerning aging septic systems; storm sewers were never dedicated to the town and the road is in very bad shape due to lack of drainage; can mill and pave the road for a temporary fix
  • Lexington Green – discussion on whether the town should remove the berm or advise the residents to back fill it if they want to; will schedule a meeting with the residents

 

SENIOR RECREATION THERAPIST OF SENIOR SERVICES MARY JOSEFIAK

  • Valentine’s Day luncheon to be held and St. Patrick’s Day luncheon on Thursday, March 16th

  • Summer program registration in progress
  • Currently accepting applications for clerk typist position and volunteer Youth Board positions

 

COUNCILMAN HANLEY

  • Newsletter from new Town Historian James Pace
  • Natural Gas service for the town is up for bid; will be requesting quotes in the near future

 

SUPERVISOR MEEGAN

  • Discussed possible change to every other week recyclable collection and possible cost savings

 

EXECUTIVE SESSION

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 4:15 P.M. to discuss two legal matters and an employee issue.

 

Ayes: All                                    Noes: None                               Motion Carried

 

The board members returned from executive session at 6:00 P.M. and the work session concluded.
