Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance to the Flag led by Town Assessor Kandace Wittmeyer.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

SENIOR CODE ENFORCEMENT OFFICER JOHN GULLO

  • Power point presentation on the Office of Disaster Preparedness and the emergency management process & services; residents interested in becoming a member of the Community Emergency Response Team can find more information at www.wscert.net

 

WEST SENECA YOUTH BASEBALL

  • Ricky Albano & Tim Little, representatives from West Seneca Youth Baseball (WSYB), addressed the Town Board regarding the diamonds at Fireman’s Park

§  Last year construction began on diamond #3 with grading, installation of infield and seeding of the outfield; work scheduled for this year on diamond #3 is a new backstop, concrete dug-out, homerun fencing, side line fence and pitching mounds; plan is to have diamond #3 fully operational before opening day

§  WSYB would like to put pitching mounds and homerun fences on diamonds #1 & #2 this year; questioned the possibility of transferring the firemen to another facility

§  Supervisor Meegan stated the facility is “Firemen’s Park” the “Home of Boys Baseball” and diamonds #1 & #2 are the firemen’s first and thereafter are available to WSYB; Councilman Hart suggested that WSYB talk to the firemen concerning their request and Supervisor Meegan provided contact information

§  Mr. Little requested preferential use of diamond #3; Town Attorney John Fenz will compose a memorandum of understanding between the town and WSYB stating the proper procedure for use of the diamonds and giving WSYB preferential use of diamond #3

EMILY MELSKI – FARMER’S MARKET UPDATE

  • Facebook page has been created
  • Looking for returning & new vendors
  • Vendor application with rules and regulations is being finalized
  • Cost is $200 for the season for 10’ x 10’ space
  • 17 week season will run June 1 – September 28, 2017

 

TOWN ATTORNEY JOHN FENZ

  • Burchfield Center update – met with forensic architect for initial findings; waiting for final report with most cost effective measures for remediation; all details will be presented publicly to the Town Board; working with insurance company to determine level of coverage; Burchfield Center contents have been moved to storage with cost to be paid by town 
  • Town Attorney’s office has been moved to senior citizens center basement

 

TOWN ASSESSOR KANDACE WITTMEYER

  • NYS Assembly passed a bill that will revert the STAR rebate to its original process, but the bill is still in the NYS Senate; asked board members to contact Senator Gallivan and ask for his support
  • Assessors would like STAR language removed from Governor Cuomo’s 2017 budget that will require senior citizens to file income tax in order to receive a STAR exemption

 

SENIOR RECREATION THERAPIST OF SENIOR SERVICES MARY JOSEFIAK

  • St. Patrick’s Day luncheon on Thursday, March 16th
  • Senator Gallivan hosting Disaster Preparedness event Thursday, March 16th

 

RECREATION SUPERVISOR LAUREN MASSET

  • Summer program registration is currently taking place;  summer programs include but are not limited to summer day camp, swim lessons and adult softball
  • Thanked all those in attendance at yesterday’s Pirate Skate
  • Working with Highway Sup’t. Matthew English on an updated and more interactive parks inventory; check town website for more information
  • Ice Rink updates: 

§     Open public skate will not take place on March 22nd,  April 1st & April 12th  due to the Luke Gould Tournament and youth hockey tryouts

§     Holiday skate will be held April 10th – 14th  from 12:00 – 1:50PM; regular admission fees apply

§     Skate with the Easter Bunny will be held on April 9th at 1:05PM; regular admission fees apply

  • Accepting applications for summer employment positions which include camp staff and lifeguards; also accepting applications for volunteers for the West Seneca Youth Board

DON MOLNAR OF SUNOCO SIGNS

  • Tabled item on Town Board agenda for electronic sign at 3502 Clinton Street - clarified the LED sign proposed for the corner of Clinton Street and Union Road is not an electronic message board, will not have flashing lights and will be off at night while closed

 

SUPERVISOR MEEGAN

  • Parking ban has been reinstated until Thursday, March 16th  

 

EXECUTIVE SESSION

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 4:15 P.M. to discuss an employee issue and a collective bargaining legal matter.

 

Ayes: All                                    Noes: None                               Motion Carried

 

The board members returned from executive session at 6:00 P.M. and the work session concluded.
