Supervisor Sheila M. Meegan called the meeting to order at 11:00 A.M.

 

 

           

Supervisor Meegan read the following statement:

 

“Following discussion with various residents, businesses and organizations, the town has concluded that it is in everyone’s best interest to amend the local laws pertaining to the replacement of sewer laterals and certificates of occupancy at the transfer of title. The town will undertake to amend Local Law 2011-2 by removing the provision pertaining to the replacement of all sewer laterals in homes constructed before 1980 so as to allow time for additional input concerning facts and circumstances to be considered on a case by case basis. The town recognizes that inflow and infiltration into sewer laterals is still a major concern, but in order to avoid undue expense and/or other hardship on homeowners the town will undertake to amend this Local Law in an attempt to promote a uniform level of fairness to all parties involved. With regard to the certificates of occupancy, the town will amend this Local Law to put all parties on notice what is to be inspected and to what degree of compliance the home shall be in. With regard to both Local Laws, the town will work with all interested parties to ensure the best possible resolution to the ongoing problems confronting the town and its residents.”

 

Code Enforcement Officer John Gullo gave a power point presentation showing the health and safety issues his office is looking for when they inspect a property for issuance of a certificate of occupancy.

 

Town Engineer Richard Henry commented on the sewer issues the town is faced with regarding inflow and infiltration and insufficient capacity. Mr. Henry agreed with Supervisor Meegan that the local law concerning the laterals should be rescinded and the language revised.
