Supervisor Meegan called the work session to order at 3:20 P.M.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
RECREATION, YOUTH, SENIOR CENTER
Ø      Recreation, Youth & Senior Director Mary Josefiak – New kitchen equipment is being delivered tomorrow and someone is interested in the old equipment. Mrs. Josefiak questioned the procedure for disposal of the old equipment. Supervisor Meegan responded that they plan to have a garage sale with the items in the basement of the senior center and the old equipment can be part of that sale. Highway Supt. Matthew English will see if there is room at the Highway Department to store the old equipment temporarily.
Ø      Recreation, Youth & Senior Director Mary Josefiak – Volunteer treasurer at Burchfield turns money over to Mrs. Josefiak to deposit in trust account at Evans. Mrs. Josefiak requested permission to give the volunteer deposit slips so she can make the deposit herself. The board members advised her there is no problem giving the volunteer deposit slips to use.
ENGINEERING DEPARTMENT
Ø      Town Engineer Richard Henry stated he will be meeting with Auditor Wayne Drescher to discuss the financial aspects of Erie County Water Authority direct service conversion.
Ø      Town Engineer Richard Henry stated there was a major sewer backup on Greenhill Terrace this past weekend. They were able to put the camera on the line and found a total intrusion of roots. The line was freed up a bit but the root cutter got stuck under a large tree and the Highway Department had to come in and cut down the tree. They may have to adjust priorities on the sewer plan.
Ø      Town Engineer Steven Tanner presented a power point update on the energy performance contract including the following:
·        Town ice rink renovation - Councilman Hart questioned what was meant by “balanced entire system” and if the piping concerns from last summer were resolved. Mr. Tanner responded balancing a system ensures that the correct amount of fluids are in a heating or cooling system so that it works properly and doesn’t surge. The concerns from last summer involving rebar and wire mesh have since been resolved.

·        Town Sewer infrastructure
ü      Pump station upgrades - Plant 6; Plant 5; Warren; Leydecker Road; Other (Maryon Drive, Union Road, Liberty Lane, Plant 12) - Councilman Hart referred to the Plant 6 upgrades and questioned if the Supervisory Control and Data Acquisition (SCADA) was operational and if it provided both data and visual information. Mr. Tanner responded the SCADA is data based and not yet operational. Once complete, a computer generated program at the plant will provide pump/alarm data. Remote operation of pumps will also be available.
ü      Sewer main lining and manhole repair - Councilman Hart questioned the percentage of I/I decrease on Orchard Park Road. Mr. Tanner responded that I/I has decreased 15 – 20 percent and will improve substantially once the lateral infiltration issue is addressed.
ü      Overflow retention facility improvements
 
·        Veterans Park baseball field lighting
·        Senior Center improvements
·        Town Hall improvements
·        Highway Garage improvements
·        Various other improvements - Councilman Rusinski referred to the replacement of 1082 street lights and questioned the brightness of the new energy efficient lighting. Mr. Tanner responded that the new energy efficient lighting is not made to be brighter but will save 70 percent energy. It is a more focused LED light lasting 10 -12 years. Approximately 250 street lights have already been replaced. A schedule and map is available on the town’s website outlining when the replacements will be taking place.
