Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Town Clerk Jacqueline Felser.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

The meeting was dedicated to the memory of Michael Lillis, Blanche Wagner, Edward Loomis, James Montondo, Michael Campbell & Jane Falkner.

 

5-A    MINUTES TO BE APPROVED

 

§  Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve Minutes #2017-04 of February 27, 2017.

5-B    TABLED ITEM

 

1.      Senior Code Enforcement Officer re Approval of electronic message board – 3502 Clinton Street

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to remove the item from the table.

 

Ayes: All                Noes: None            Motion Carried

 

          Councilman Hanley stated he previously asked to table this item to allow time to speak with the Zoning Board & Planning Board.  The proposed sign will just advertise pricing of gasoline and complies with the rules and regulations of the LED sign ordinance.

 

          Town Attorney John Fenz recommended the motion be stated as an approval of an LED sign as opposed to an electronic message board.

 

          Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the use of an LED sign at 3502 Clinton Street, noting the sign meets the requirements of the electronic sign ordinance and will be approximately 500 feet from the nearest residential house.

5-C   COMMUNICATIONS

             

1.    Supervisor Meegan re Retirement of Donald Raczka

 

 

Motion by Supervisor Meegan, seconded by Councilman Hart, to accept the retirement of Donald Raczka and terminate him as laborer in the Highway Department effective March 27, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

2.   Town Engineer re Bid award for 2017 Emergency Sewer Repair Contract

 

 

 

                

 

 

Motion by Supervisor Meegan, seconded by Councilman Hart, to accept the base bid from D’Amorie Construction for the 2017 Emergency Sewer Repair Contract with the option to extend annually for another two years pending mutual consent of both parties, noting this is the low bid.

3.   Highway Sup’t. re Attendance at training

 

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize Highway Sup’t., Matthew English and Deputy Highway Sup’t. Greg Zimmerman to attend the School for Highway Superintendents, June 12 - 14, 2017 in Ithaca, New York at a cost not to exceed $1,500.

4.   Chief Denz re Purchase of control car computer system

 

                                                         

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the purchase of four new Mobile Data Terminal computer systems from Patrol PC, Inc. at a total cost of $22,880 to replace four current patrol vehicle systems already in service and past their viability, noting funds for this purchase are available in the Asset Seizure Trust Fund Acct. #004.0004.0072.

5.   Chief Denz re retirement of Detective Timothy J. Pratt

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to accept the retirement of Detective Timothy J. Pratt from the West Seneca Police Department effective March 31, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting Detective Pratt has served the Town of West Seneca for the past 23 years and will be greatly missed.

6.      Chief Denz re Electrical generator purchase

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the purchase of one mobile electrical generator and corresponding installation kit for the mobile response vehicle at a total cost of $6624.51 from Gorman Emergency Vehicles in Elma, New York, noting funds for this purchase are available in the Asset Seizure Trust Fund Acct. #004.0004.0072.

 

            On the question, Chief Denz stated the vehicle and generator have not had an impact on the budget as it was a federal military surplus vehicle obtained at no cost to the town.

7.      Town Clerk re Extension of tax collection

 

 

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve an extension of the time for collection of 2017 town/county taxes to June 30, 2017, noting this will allow the town to keep the penalties rather than the county receiving them.

8.      Senior Recreation Therapist for Senior Services re Status change to seasonal – clerk/typist

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the status of part-time clerk typist Georgiann Busse to part-time seasonal effective March 13 - April 8, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

9.      Senior Recreation Therapist for Senior Services re Status change to seasonal – food service worker

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the status of part-time food service worker Marirose Bless to part-time seasonal effective March 1 - 31, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

10.     Recreation Supervisor re Agreement with Western New York Flash

 

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the Supervisor to execute the necessary documents to enter into an agreement with Western New York Flash for use of the West Seneca Soccer Complex.

5-E   APPROVAL OF WARRANT

 

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $430,028.21; Highway Fund - $108,116.11; Special Districts - $25,179.92; Capital Fund - $13,579.00 (vouchers 97549 - 98917) Trust - $267,639.76 (vouchers 98715 - 98912)

ISSUES OF THE PUBLIC

 

BURCHFIELD CENTER UPDATE

 

Barb Lipiew requested an update on the Burchfield Center. Town Attorney John Fenz stated he met with the forensic architect and reviewed the pictures taken.  The forensic architect will be submitting a final report of his findings so a determination can be made on the best course of action. Supervisor Meegan commented on the investment the Town Board made in the Burchfield Center with the comfort station and steps and stated they do not want to see it closed, but public safety is the number one priority and they will not put people at risk.  Supervisor Meegan further stated the town budget does not support repairs in 2017.

 

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

          RECREATION DEPARTMENT UPDATES

          Recreation Supervisor Lauren Masset gave the following updates for the Recreation Department:

·         Summer program registration is currently taking place.  Summer programs include but are not limited to summer day camp, swim lessons and adult softball.

·         Ms. Masset & Highway Sup’t. Matthew English are working on an updated and more interactive parks inventory.  More information will be available on the town’s website.

·         Open Public Skate will not take place on March 22nd, April 1st and April 12th due to the Luke Gould tournament and youth hockey tryouts.  Holiday skate will be held April 10 – 14, noon – 1:50 PM and regular admission fees apply.   Skate with the Easter Bunny will be held April 9th at 1:05 PM and regular admission fees apply.

·         Applications are being accepted for summer employment positions, including summer day camp staff and lifeguards. 

·         Applications are being accepted for volunteers for the West Seneca Youth Board.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

          SENIOR CENTER UPDATES

          Senior Recreation Therapist of Senior Services Mary Josefiak stated a St. Patrick’s Day lunch will be held Thursday, March 16th.  Senator Gallivan will also be holding a Disaster Preparedness seminar on the evening of Thursday, March 16th.

PARKING BAN REINSTATED

     Chief Denz announced that the winter parking ban has been reinstated for the next 48 hours.

     NATIONAL GRID STREET LIGHTS

Councilman Hanley referred to a comment at a previous meeting concerning National Grid street lights being out on Burch Avenue and stated he met with National Grid and a list was compiled of lights that need replacement.  Councilman Hanley believes the master list of locations and pole numbers has been updated and the bulbs have been changed in the three sections of town that had lights out.

WORKER’S COMPENSATION COSTS

Councilman Hanley stated he has been reviewing worker’s compensation claims and the average payment per year has been $278,279.  To date, 30 claims have now been closed out and he is hoping for an annual savings in the low six figures.
