Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Matthew Poole.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

The meeting was dedicated to the memory of James Stefaniak, John Lenahan & James Gaul.

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve minutes from the May 8, 2017 work session.

 

On the question, Councilman Hanley referred to Highway Sup’t. Matthew English’s comments on Page two and stated Woodcrest Drive was not milled and paved.  The actual streets that were done are Dundee Street, parts of Densmore Avenue & Brookside Drive.

Motion by Supervisor Meegan, seconded by Councilman Hart, to appoint Tina Hawthorne as Deputy Town Attorney

at an annual salary of $4,000 effective May 22, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting the Deputy Town Attorney’s services shall be limited to providing counsel to the Zoning Board of Appeals.

Motion by Supervisor Meegan, seconded by Councilman Hart, to set a bid date of June 6, 2017 at 10:00 A.M. for receipt of bids on the repair of sidewalks in the northeast zone of town.

3.   Town Attorney re Tax assessment challenge settlement – 246 Union Road

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize counsel for the Town of West Seneca to execute the consent order to resolve the real property tax assessment challenge for 246 Union Road.

4.   Highway Sup’t. re Appointment of seasonal laborers in the Buildings & Grounds Department

 

                                                          

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint the following part-time seasonal laborers in the Buildings & Grounds Department effective May 8 – September 1, 2017 at a rate of $9.70 per hour:

and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to terminate Andrew Block as part-time seasonal laborer effective May 8, 2017 and appoint Zachary Piechowiak as part-time seasonal laborer effective May 8 – September 1, 2017 at a rate of $9.70 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Meegan, seconded by Councilman Hart, to change the status of part-time Public Safety Dispatcher Richard Miller to part-time seasonal effective June 1 – 30, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Senior Code Enforcement Officer re Rezoning request – 3385 Clinton Street

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to refer the request for rezoning of 3385 Clinton Street to the Planning Board for review.

Supervising Accountant re Budget amendment request

 

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve a budget amendment to the adopted 2017 General Fund budget by increasing revenue in Insurance Recoveries Account #001.0001.2680 in the amount of $11,976.52 and increasing expenses in Equipment Repair Account #001.3120.0443 in the amount of $11,976.52, noting an insurance check was received for police car damage.

Motion by Supervisor Meegan, seconded by Councilman Hart, to increase the hourly rate for part-time clerks Rachel Nalewajek and Julie Korczynski to $14.50 per hour effective immediately and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Recreation Supervisor re Resignation of Valerie Caballero

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to accept the resignation of Valerie Caballero and terminate her as part-time recreation attendant effective May 23, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Recreation Supervisor re Summer Recreation Program appointments

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint the attached list of individuals as part-time seasonal recreation attendants and part-time seasonal lifeguards at the corresponding rates of pay effective June 1 – September 15, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting the recreation attendants will be paid from Salary of Other Employees Account #1.7140.0149 and lifeguards will be paid from Salary of Laborers Account #1.7180.0149.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to terminate Brohdny Ricketts as part-time Clerk Typist and appoint him part-time Recreation Attendant at a rate of $12 per hour effective May 23, 2017; and further, change his status to part-time seasonal effective June 1 – September 15, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting this position will be paid from Salary of Other Employees Account #1.7140.0149.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Diane Webber as part-time Clerk Typist at a rate of $10 per hour effective June 19, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting this position will be paid from Salary of Clerical – part-time Account #001.7140.0139.

Recreation Supervisor re West Seneca Lions Club summer concert schedule

 

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the Supervisor to execute the necessary documents to enter into an agreement with the West Seneca Lions Club to host their annual summer concert series.

Grant writer re Youth Development Program grant

WHEREAS, the Town of West Seneca seeks grant monies from the New York State Office of Children & Family Services through the Erie County Youth Bureau for the West Seneca Youth & Recreation Department; and

 

WHEREAS, grant funds are to be used to provide youth development programming to at-risk youth ages 5-20 residing in Erie County; and

 

WHEREAS, grant funds will be used to partially pay the salaries of West Seneca Youth Bureau staff in fiscal year 2018; now, therefore, be it

 

RESOLVED, that Connie D. Miner & Co, the town’s grant consultant, be authorized and directed to complete the necessary application, forms, etc. to be submitted to the Erie County Youth Bureau for the purpose of securing this grant, and be it further

 

RESOLVED, Town of West Seneca Supervisor, Sheila M. Meegan, is hereby authorized and directed to execute all documents pertaining to the application and acquisition of said funding.

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $795,412.85; Highway Fund - $26,624.32; Special Districts - $772,006.03; Capital Fund - $607,981.20 (vouchers 98867 - 99985) Trust - $288,489.04 (vouchers 99434 - 99966)

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

          RECREATION UPDATES

Recreation Supervisor Lauren Masset stated registration for all summer programs is currently taking place and the Recreation Department is seeking sponsors for “Movie in the Park.”

 

          POLICE UPDATES

Chief Denz reminded the public to wear seatbelts as the Buckle Up New York “Click It Or Ticket” campaign is underway statewide.  Extra patrols will be out Memorial Day weekend.

Chief Denz further stated the Police Department will be hosting a portion of the Special Olympics Torch Run on Sunday, June 4th at noon.

          APPOINTMENT OF MATTHEW POOLE TO WEST SENECA YOUTH BOARD

          Motion by Councilman Hart, seconded by Supervisor Meegan, to appoint Matthew Poole to the West Seneca Youth Board.

          ASH TREES ON VALLEY DRIVE

          Councilman Hanley updated the situation on Valley Drive with dead ash trees and stated NYSEG has agreed to take down the dead trees after homeowners sign a release for any property damage that may occur.

          FARMER’S MARKET

          Supervisor Meegan announced the Farmer’s Market will open Thursday, June 1st in Veteran’s Memorial Park.

          MEMORIAL DAY PARADE

          Supervisor Meegan announced the Memorial Day parade will take place Monday, May 29th with step off at 10:30 A.M. from Southgate Plaza and ending at Town Hall with a service and hot dog roast hosted by American Legion Post 735.

          EXECUTIVE SESSION

          Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to executive session at 7:25 P.M. to discuss a contractual matter, a personnel issue and legal matters.

          The board members returned from executive session at 9:45 P.M.
