Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Senior Recreation Therapist of Senior Services Mary Josefiak.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
 
The meeting was dedicated to the memory of Anthony Gorski and Tracy Reid.
 
AD VALOREM BUDGET
 
          Town Attorney John Fenz stated there was four hours of public input on the budget and the public hearing was closed on November 7, 2016. The most important outcome expressed by each of the board members is that the budget comes in under the tax cap so residents receive rebates next year. Mr. Fenz explained the board members will first vote to adopt a letter of authorization that enforces various assessments on properties for uncut lawns and unpaid water. He noted at the November 7, 2016 meeting, the Town Board approved an amendment to the preliminary budget and that amended preliminary budget is currently on the table. Mr. Fenz stated additional budget amendments are proposed and the board members will consider adoption of those amendments and then vote to adopt the budget.
 
Motion by Supervisor Meegan, seconded by Councilman Hanley, that the Town Board of the Town of West Seneca adopts the special assessments indicated on the attached Letter of Authorization as part of the 2017 Town of West Seneca budget.

Motion by Councilman Hart, seconded by Supervisor Meegan, that the Town Board does hereby further amend the preliminary Ad Valorem budget previously amended on November 7, 2016 with those line appropriations as set forth on the document filed with the Supervisor and entitled “Budget Amendments 11/14/2016.”
 
On the question, Councilman Hart stated the amendments proposed reduce the Supervisor’s requested salary by $7,500; reduce the Councilmen’s salaries by $500 per person and reduce the Town Attorney’s salary by $5,000.

Motion by Councilman Hart, seconded by Supervisor Meegan, to adopt the Town of West Seneca 2017 Ad Valorem budget, which includes General and Highway Funds, as previously filed by the Town Supervisor and known as the “Preliminary” 2017 Ad Valorem Budget with amendments as set forth on the documents filed with the Supervisor and entitled “Budget Amendments 11/07/2016” and “Budget Amendments 11/14/2016.”
 
On the question, Councilman Hanley stated when he ran three years ago he promised he would not support a budget that had a tax increase, and although this is a small increase, he will be voting “no” on this budget.
 
Councilman Hart stated the budget started at a 4.5 percent increase and has been reduced to 2.9 percent. He further stated the Supervisor’s salary is average for towns the size of West Seneca and he believes the work the Town Board is doing will allow them to lower taxes in the future.
