Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.



Ø  TR Cassamente of Danforth presented the second phase of the energy performance contract  outlining the scope of the project to include:

o   Facilitating the purchase of 3300 NYSEG owned street lights

o   Retrofitting street lights with LED lamp technology

o   Installation of fusible disconnects & labeling of poles

o   Coordinate each pole on Geographic Information System (GIS) map

Implementation cost is approximately $3.9 million and the projected useful life savings is estimated at $7.7 million over the term of the contract.  Danforth guarantees energy and operational savings and is responsible for making up the difference for any projected shortfalls.  The project is considered better than budget neutral as it creates a positive cash flow. Going forward the project will need Town Board approval, a contract, source of funding and utility purchase approval.


Councilman Hanley questioned if Niagara Mohawk street lights will be purchased.  Mr. Cassamente responded there are only 127 Niagara Mohawk street lights and they are looking into the possible purchase but nothing has been determined.


          Town Engineer Richard Henry stated he will be presenting a resolution for this project at tonight’s meeting.



Ø  Reconstruction of Commerce Parkway & Ransier Drive in industrial park to begin first week of June

Ø  Update on Camelot Square Phase III Subdivision – Code Enforcement Office received complaints when grass seed was sprayed; road construction and paving is anticipated to begin this summer.

Ø  Update on Thorndale Avenue issue – owner will be filing a building permit for work already completed in the back yard; the trailer parked on the road is typically used on jobsites but due to the prolonged week of rain it has remained in the street; the property will be re-inspected by Code Enforcement. Councilman Hanley commented the trailer has not been removed from the street. Chief Denz stated as long as the trailer is plated, registered and insured it can be parked on the street and does not have to be hooked to a vehicle.



Ø  Questioned if striping of the Senior Citizens Center parking lot will resume along with restoration work.  Town Engineer Richard Henry responded that striping will resume and restoration work along the sidewalk will also be completed.

Ø  Questioned if individually signed waiver sheets for trips and tours can be combined into one group waiver sheet covering all participants.  Town Attorney Charles Grieco thought each attendee should sign a separate waiver; however, he will look into it and report back.




          Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to Executive Session at 3:20 P.M. to discuss a contract issue with Town Engineer Richard Henry; assessment review with Town Assessor Kandace Wittmeyer and Town Attorney Charles D. Grieco and a personnel issue with Chief Denz.

The board members returned from Executive Session at 5:00 P.M.
